About
A people-centered perspective. An organizational lens.
Kleiman Resilience Strategies is a boutique consulting and advisory practice helping leaders address the human and organizational conditions that shape readiness, resilience, and sustained performance.
The practice is built around a clear philosophy: sustainable resilience cannot rest on individual effort alone. It emerges through the interaction of leadership, culture, systems, working conditions, and the people within them.
Why this perspective matters
Organizations can invest in resilience while leaving the sources of strain untouched. They can articulate strong values while rewarding contradictory behavior. They can develop sound strategies without giving people the clarity or resources to carry them out.
KRS helps leaders examine those disconnects and develop a more coherent response—one that recognizes both human needs and organizational realities.

Founder & Principal, Kleiman Resilience Strategies
Retired Rear Admiral & Assistant Surgeon General, U.S. Public Health Service
Matthew Kleiman brings more than three decades of experience at the intersection of behavioral health, public health, organizational resilience, and senior executive leadership.
Throughout his career, he has worked with leaders navigating complex, high-consequence environments where mission demands, workforce well-being, organizational culture, and operational readiness are deeply interconnected. His experience spans military and federal systems, including work with senior executive, interagency, White House, and congressional stakeholders, and includes leading large-scale behavioral health and resilience initiatives, advising senior leaders, guiding organizational change, and translating evidence and strategy into practical action.
That experience shapes the KRS approach: understand the system before prescribing solutions, look beyond individual behavior to the conditions influencing performance, and help leaders turn complexity into clearer priorities and achievable action.
Through KRS, Matthew serves as a trusted thought partner to leaders and organizations seeking to strengthen resilience, improve organizational readiness, navigate change, and create conditions in which both people and mission can thrive.
How KRS approaches the work
Understand before prescribing.
Start with the organization’s context, not a predetermined solution.
Connect people and systems.
Consider individual experience alongside leadership practices, organizational structures, and working conditions.
Balance evidence with judgment.
Use relevant research, organizational information, and stakeholder perspectives—and be clear about what remains uncertain.
Make the work usable.
Favor clear priorities and practical recommendations over unnecessary complexity.
Define progress deliberately.
Agree on what improvement would mean and how it can reasonably be assessed.
